From October 1, 2026, Spain will have clear national rules for parking camper vans and motorhomes. The new law specifies when these vehicles are considered correctly parked, ending years of uncertainty and varying local interpretations.
Clear Conditions to Avoid Fines
The updated traffic regulation, part of Royal Decree 518/2026 published in June, adds a new section to article 92 of the General Traffic Regulations. It states that camper vans, motorhomes, or similar vehicles equipped for living are properly parked if three conditions are met:
- No items like awnings, tables, chairs, or steps may extend beyond the vehicle’s outline.
- The vehicle must rest solely on its tires, although safety chocks or wedges are allowed.
- No fluids from the living area can be discharged onto the ground.
When these rules are followed, authorities cannot fine drivers just because the vehicle is set up for living or has people resting inside. Until October 1, the older, less clear rules remain in effect.
Local Authorities’ Role and Remaining Limits
The reform also reorganizes who manages parking rules in towns. A new article 156 replaces the old one, confirming that local governments can regulate parking timing, zones, and duration through local bylaws. But they can’t fine based solely on vehicle type if the three conditions are met. Restrictions related to environment, tourism, or protected areas still apply separately.
Growing Market Highlights Infrastructure Needs
The new rule comes as camper van use in Spain has grown rapidly. Registrations tripled over the last decade, rising from 3,000 annually to around 9,000. Specialized parking areas increased from 150 to more than 1,000. June 2026 registrations jumped 25% over the previous year, especially with camper vans.
Despite clearer regulations, the shortage of parking spaces remains a problem. The industry urges authorities to triple designated camper parking spots, especially along crowded coastal areas. Differentiating between motorhome types also matters, as it affects inspection rules and parking regulations.
With this update, Spanish camper owners now have a clear legal reference to defend themselves if unfairly fined while parked correctly.
