Stellantis Plans Affordable Small EVs on New E-Car Platform from 2028

Stellantis is preparing to launch a new generation of affordable electric city cars based on its upcoming E-Car platform. Production is set to begin in 2028 at the Pomigliano factory in Italy, marking a fresh push into compact EVs priced around €15,000.

Partnership with Leapmotor Drives Faster Development

The E-Car project is a collaboration between Stellantis and Chinese EV maker Leapmotor. This partnership is helping Stellantis shrink development time to about two years by leveraging Leapmotor’s experience with electrical architecture and software. Stellantis, in turn, shares its industrial know-how with Leapmotor to ensure the models are designed and produced with a European approach.

Models to Revive Iconic Names and Expand Small EV Range

The new platform will underpin small EVs from several Stellantis brands. The lineup starts with a Citroën model inspired by the 2CV concept and a new Fiat vehicle rumored to be called the Koala, though this name is not yet confirmed. These cars are aimed at replacing or succeeding current small models like the Fiat Panda and the Leapmotor T03. Another model shown in Stellantis images may carry the Leapmotor badge.

Balancing Affordability with Safety and Quality

Keeping prices near €15,000 means controlling costs carefully, especially in the small-car segment where economies of scale are limited. According to Ned Curic, Stellantis’ head of technology and product development, the team is simplifying the vehicle design without compromising safety, practicality, or driving quality.

Preparing for New European Regulations

Stellantis is also monitoring the upcoming European M1E category, which could offer new homologation rules supporting these urban EVs. Though regulatory details are still being debated and may face delays, the company designed the E-Car platform to stay financially viable even if those rules are postponed.

Pomigliano Plant to Lead Production from 2028

The Pomigliano factory, known for its history with the Fiat Panda, will assemble these new small EVs, continuing its role as a key site for affordable city cars. Production plans announced earlier this year remain on track for a 2028 start.
