VW Faces Tough Choices as Four German Factories Could Close Under Restructuring Plan

Volkswagen is rethinking its production strategy amid weak demand for electric vehicles (EVs) and rising competition from China. Factory Closures Debated but Decisions Delayed

The VW supervisory board is meeting July 9 to discuss Blume’s restructuring proposal. However, labor representatives currently hold a majority on the board, meaning no immediate plant closure decisions are expected. The recent resignation of a shareholder board member shifts the balance in favor of labor, limiting shareholder influence on closures for now.

Four Factories Face Unique Challenges

  • Zwickau: Once VW’s first dedicated EV plant, Zwickau now faces the loss of key production as ID3 and Audi Q4 E-tron models may move elsewhere. With job guarantees ending in 2030, the plant’s future could depend on producing Chinese-developed models to serve the European market, a politically sensitive issue in Saxony.
  • Neckarsulm: Audi’s factory still relies on combustion-engine cars like the A5 and A6. With no major EV model lined up beyond a new TT replacement and Audi expanding U.S. factories, the plant may lose volume and face utilization issues unless new high-volume EVs arrive.
  • Emden: Originally converted into an EV plant, Emden’s output remains below efficient levels. Executives are considering moving additional EV production here and possibly building Chinese-developed VW models to boost volumes, though regulatory hurdles remain.
  • Hanover: Struggling with low sales of the ID Buzz electric minivan, Hanover also builds the Multivan and California camper. It has potential lifelines through autonomous vehicle production for VW’s Moia unit, and benefits from political protection due to local government ownership stakes.
